They tend to have an adverse effect on the average wages of Canadians. More immigrants, means more people willing to work for less, and that is exactly what businesses do.
Actually I don't know that more people immigrate to Canada than any "other" country. (What the heck are the quotes there for?) It may be that per capita Canada accepts more immigrants than any other country.
Yes immigrants do tend to settle in cities, especially Toronto, Vancouver and Montreal. There are strains for sure, the Toronto school system has real ESL funding problems. That is only part of the funding problem - aging infrastructure matters too, and provincial government under Mike Harris matters more.
Do not fall into the assumption that all immigrants are arriving in rags and ignorant. Many arrive with an excellent command of English, a professional job and sufficient funds to purchase a downtown house.
