When is the best time to go apartment hunting in Toronto?

I am looking for an 2 bedroom apartment beginning August or September 2010 in Toronto's GTA (Annex or Downtown) that's NOT a basement and no higher than around 1200$. When is the best time to start looking and is this even possible to find? Because so far, its been only basements! Help PLEASE.When is the best time to go apartment hunting in Toronto?
