What's the fine in Toronto off-leash dog parks for uncastrated male dogs?

I've seen signs in Toronto off-leash dog parks indicating that uncastrated (unneutered) dogs are not allowed in the off-leash areas. It also says "Violation of bylaws are punishable by fines". Really? That's strange... which park is it at? Maybe it's a new thing? I was in High Park in the spring, and I didn't see anything like that. Either way, the toronto.ca site should have the fines available, I'd look but my internet is about as reliable as a health guarantee on a puppymill dog. I'll edit if I find out.

why don't you just have him neutered, or keep it on a leash?

that all seems strange to me, but i don't like Canada much ever since i got deported from Stanstead- and all i was trying to do was buy a greeting card and a key chain! (i don't hold it against Ontario, though, i know that people in Quebec are just insane)
